Olin (winchester) makes both. Actually Olin manufactured all Hodgdon's ball powders under contract until Hodgdon bought out Olin. The only differences you'll see between 296 and 110 are the same as any differences you'll see between 2 different lots of 110
I like lil gun for everything in the Hornet. Never really tried 296/110. Been meaning on trying H4227 for it's temperature stability
