One thing I will say... I wouldn't recommend going for a $200 rifle if you're looking for something a little more accurate. You're better off spending most of the $500 on a higher quality rifle, and go cheaper on the scope.

I did not know that, very cool, thanks. It's always nice to buy Canadian when ever possible. This new information will probably now alter my next purchase of a .22 rifle. I've been debating between a Ruger VLEH and a Savage MKII FV-SR, lookin like it's going to be the Savage now.
Savage with thumbhole stock that will shoot under an inch out to 200 almost any day of the week.

Under $500, Ruger 10/22 with Bushnell Banner scope just about makes it..
OP... In your opening comments you requested a gun for "target" shooting... For that, get yourself a CZ 455 (or even better a used 453 or 452 American). You also expressed an interest in lever actions... The basic Henry H001 lever will give you a lifetime of fun shooting (or better yet, for a little more $$$ get the H001T Frontier)... Both the CZ and Henry are guns that you will want to keep.
