For what its worth I solved the problem by ditching the Winchester brass and re-developing the full-power loads using Starline cases. I now have some cases with over a dozen reloads on them and they are still as pretty as new.
Interestingly when developing low-pressure cast bullet loads it is necessary to anneal the case mouths of the Starline brass so that they expand to seal the chamber and avoid "smokey" cases.
