Too much crimp will also cause the problem especially when using lead bullets. The little extra crimp causes lead to flow above the case mouth creating a very small oversize ring around the case mouth, but enough to prevent the case from seating fully. The Lee FCD is great for preventing this but it usually only happens when you are in a competition or timed event and your gun fails to come into battery.. Good luck

Looks like your bullet is seated a bit deep causing a bulge at the base of the bullet where the case is starting to get a bit thicker.Round nose bullets in 45acp seem to work best at 1.250-70 LOA.

Ive also found that the Lee factory crimp die is a great help in 45 when loading lead bullets,esp when you use the rounds in guns with tight chambers.I would try this after youve checked all the other issues and are still having problems.
 
I find it odd that the round won't rotate in the chamber, is there any chance that the chamber is out of round???

The factory Federal rounds feel nice and smooth in the chamber and spin around freely, the rounds I loaded with the bulge in the case on the other hand, not so smooth.
 
FCD is the Lee Factory Crimp die. In the case of a pistol FCD it will provide a taper crimp as well as a post sizing carbide ring at the bottom of the die. I usually buy and use a seperate Taper Crimp (only) die from Lee as well so I can choose how to crimp. Your seater die also would do a taper crimp, but most people crimp seperately after sizing with a Taper Crimp or FCD.

Lee Rifle Factory Crimp Dies work very differently.
 
I think the Lee reloading sheet says 1.200 is the minimum safe OAL for that projectile. You should go longer, I load mine to 1.245 and use the Lee FCD with a case checker.
