Hornady knows that they wil get sued if someone shoots one of their loads in an old Krag or M94 and gets hurt. Also, compare their loads with other book loads and you will see that they are consistently conservative. 257 Weatherby Mag. Is a case in point. The M96 is a much stronger action than the Krag and M94.

I always used Norma mrp or Vihtavouri N165 and Lapua scenar bullets 139gr

From Doug Bowser's book "Neutrality thru Marksmanship". Load for an "as issued" M96 Swedish Mauser. Using 140 grain bullet, Lapua virgin brass, Federal Match primers.
IMR 4831, 40.0 gr, 2423 f/s, group at 100 yards, 1.5 inches.
IMR 4831, 44.6 gr, 2690 f/s, 1.75 inches.
Norma Military load, 2626, 1.5 inches.
 
The only powder I've used in the past twenty years for the 6.5 Swede is Reloader 22. Good velocity and and zero pressure signs with bullets from 120-140 grains. For the '96 just use the reloading manuals recommendations and you'll be fine. For modern rifles You can definitely increase the powder amounts.
