9mm 10 round mags US to Canada across boarder legal?

You guys are right. My apologies. The >$500 I was referring to was, as you guys stated, for businesses with a DDTC already. I wasn't clear with my friend that I was asking about "personal" as in non-licensed exports. The answer he gave me referred to companies with DDTC already.
I've never bought and imported any firearms parts from the US myself. I would never do so after reading over all this and being corrected on my interpretation of the sections of ITAR. It's better to just buy from a distributor here, or a distributor there that will ship here. I have bought stuff on US websites that was sent up here so they would have dealt with all that.
There are lots of things that are not ITAR controlled. Certain parts or products not listed in ITAR you'd be good with. The list of ITAR items is a bit of a read though.

The mags are for cz75b. He can get them at $15 plus a flat rate on the order to continental US of $6. Compared to prices up here that's a steal, guess I won't be touching it though.
Find out if the company will ship to Canada. Might still be cheaper if they do... But supporting local is better for the economy.
Yeah, clearly shows how vendors bend you over in Canada. Its not like they have to pay to import the stuff, buy with a weaker dollar, and they can't buy in anything close to the sort of volume that someone like Brownells can. Plus they have to pay their employees, rent/lease/bills, ect. No wonder the LGS can't sell you $13 magazines that cost them $25+ in the first place.

No it isn't. Brownells charge something like 3% of your total order from memory. I did it last year, it just takes a little while to get the paperwork in order. I am as lazy as they come and it took me less than an hour to get everything sorted on my end.
Clearly, the canadian retailers are only here to screw us. Some people would really do anything to save a few dollars. Congratulation on supporting the canadian firearm industry!

I love supporting some stores. But I also know how much some of them have paid for certain things and some of their mark up is up to 300% when I was looking into some things.

Beating up on Canadian retailers, while it doesn't make me proud..encourages them to take the complaint to their suppliers and distributors, and to lobby for different or more equitable import tariffs, distributor pricing, etc.
My local John Deere guy sells a lawnmower for 499 that is 199 at dealers the US..the Husqvarna guy sells a lawnmower for 399 that is 199 at Sears in the US. I don't think its their fault..and I don't think they are getting rich off the sale..but buying from them without comment won't make positive change..and we can't change it at the consumer level without having the retailers on our side.
Not to mention in this case with CZ mags..not only are they 4X more are they not constantly out of stock?

You have an ITAR permit? Or you are saying brownells charges 3% for them to do the paperwork for your ITAR item with their ITAR licence?
I am willing to bet Canadian businesses are paying a premium for ITAR permits when buying in large quantities, which would add to the cost.

I clearly should have stated this was a couple years ago when the dollar was better. Sure lgs can't buy in volume like brownells can but I'm pretty sure brownells has a fair sized over head, you make it sound like brownells doesn't have bills to pay like everyone else. Not to mention I doubt lgs pay retail. Plus there not stupid they know the market so they can gouge however much they want.

Just to be clear. The law being broken by bringing gun parts across the border is US law. This has NOTHING to do with CDN law and once those components are in Canada there is nothing illegal about them. If your buddy chooses to violate US law then thats his problem. Just don't be the one to bring the stuff across the border yourself and you will be fine.
