Accidental Discharge- any idea why?

Likely hit the trigger with his finger. I have witnessed a couple of guys do this but luckily these rifles did not go off because of the 3-6 lb factory trigger pulls.
Regardless, too important not to have diagnosed.

He says for sure did not have his finger on the trigger. He had his hand on the bolt, closing it.
And no, alcohol was not a factor. He's no fool

Forgot to say, he also noted that the bolt was a little stiff to close. Just prior..
it was a one off, as other rounds were tested, but now there is a trust issue, so the rifle is parked.

Sometimes when sear engagement and trigger weight are at the minimum, a tight round when closing the bolt can cause the sear to release. Sometimes the bolt closes but when lifted slightly fires.. I have seen it in other rifles...

All of the above. take it to a competent gun smith for an evaluation, Remingtons are famous for the problem U described. There is currently a massive recall on millions of Remington 700hundereds for this problem, Do not use the rifle until you have had it looked at by a competent individual. The problem could be very simple to solve or it could be more complex. Trying to evaluate this problem in a forum is not effective.

There may be a massive recall on the 700's but in actuality there are not many that may have any problem. It is way more of a lawyer-ed liability thing.

My guess previous owner was playing with it and done it wrong...Tikka's have light trigger and any play with it cause this kind of problem. Friend of mine on his .223 had idiot buddy adjusting the trigger and had same problem on loading his gun before the hunt...again gun pointed upwards save him much bigger troubles than taking his rifle to Stoeger Oshawa and get it fixed for free...
PROVE,PROVE and PROVE before anything else

Most people are unlikely to admit they themselves could have done something like this. Sort of like the guy who swears up and down the animal was shot in the vitals after losing it and then blaming the bullet for poor performance when most likely it was gut shot. Seen it quite a few times.
Not saying he did this for sure but it is easy enough to do and harder to recall when it happens.
