Thanks very much for all the feedback guys. After spending some time over at the NSCC and talking to a few others that shoot Precision and/or 6.5x47s I'm about 95% decided on what I want to build. Through the magic of Photoshop I even have a pretty good idea how it should come out looking!

If I did all my math right it'll end up being right around 15 1/2 pounds with optic and bipod, which is a little heavier than I originally had planned but the more I thought about it the more I wanted a tactical looking rifle.
Very nice looking rig and gear. However, as was said, will be very heavy with lousy balance.
If muzzle velocity is a concern, go to a larger case and shorter barrel. That large and long barrel will be difficult to balance from unsupported positions.
Precision/Service rifle matches as well as various run and gun games put higher emphasis on being ABLE to deliver the shot. The targets tend to be relatively big.
Speed, movement, balance would be much higher priorities.
What you have pictured there is a Camo'ed mag fed F Open rig. I have little doubt it will shoot superbly from the prone rested positions but you may find it much harder to use from barracade, unsupported and wonky positions.
