No, the opener is inside the crate, not the cans.
If you don't go the restricted route because of the extra work, the government wins.
It's a PITA to get started, not so bad after that.
I just split a case of Chinese ammo with my brother. Did they use copper at one point for the case instead of steel or brass?
There are a tonne of guys on the base every year that get a PAL but don't get the RPAL because of the gubbermint bulls**t. About a year after receiving their licence, most of them are staring at some nice shinny black gun or pistol and they're pissy because they can't buy it or have to wait till their licence is upgraded.
Get the RPAL. It's better to have and not need, than need and not have.
