Ammo cost

Military surplus will be cheaper than factory and 223 will be cheapest in name brand ammo. If you reload then small centerfire like 17 or 22 Hornet will be cheap once you’ve aquired the cases. Centerfire pistol like 9mm can still be found around $20 a box of 50. You want cheap it’s pretty much a handloading proposition!!
 
I'm my experience "cheap" ammo gives "cheap" results.
That may be good enough. All depends on what you want out of it.
Reloading is the way to go but of course you'll need to buy equipment up front.
 
Greetings. Use whatever calibers the military and police use = .223, 5.56mm, 9mm, 300 BLK & 12 ga.
That way you'll always have acess to ammunition.
.22 LR is cheap to plink with.
