Probably the worst things a country could do is to run out of weapons and ammo for it's citizens. I'd probably believe Russia wanted to keep a huge stockpile, JIC WW3 happened. Then they could arm every man, woman, and child.

I have seen pics of JS 2 tanks stockpiled in compounds up to the 90's. They were surplus from WW2 so yeah, the Russkie's don't throw anything out.
