What would make more sense to me at least, would be to sleeve the barrel to .41 colt and rechamber the cylinder, particularly if the gun is pre 1898. Before going to that expense, you do need to find out if the gun is registered and if post 1898 restricted handguns can be registered if they are currently unregistered. There are sporadic amnesties on registration of handguns although it is anyone's guess when the next one will be, if ever.
The owner can request a search by the police for any firearms registered to his name; I would not suggest asking re a specific gun but rather say I have owned guns in the past and want to know if any of them remain on the books at present. He will probably be questioned if he has a PAL and probably asked if he has any firearms at present.

Theres Much better options like changeing the Caliber....
Take it to a gun smith and get it set up in 44 SP or 45 Colt.
Really id put $500 into a gun like that before id consider Deacting it.

x2 yes the Cylinder thats in it can be Rechambered to lets say 45 Colt then get a new Barrel or again theres guys can take that barrel and recut it for 45 colt.
Unscrew the Barrel take out the Cylinder Register the Frame as Restricted.
The Barrel and cylinder outa the gun are just Gun parts no Problem keeping them. And it would be much better to get the Barrel and Cylinder that are Orignal to the gun set up in a Non Prohib Caliber.
Now that the Frame is Reg as Restricted you got a Legal Frame and can take your Time decideing what to do as far as Caliber goes.
Keep in mind that if the gun is registered, it is also a war trophy (legally). I think that is section 12(7) grandfathering. In other words if it is registered, it can be transferred to a direct family member (wife, son, daughter) provided they obtain a restricted class PAL.
If the gun is unregistered and the barrel is removed, the barrel is classed as a prohibited weapon --- however if you were to immediately bore it out to a larger size in partial preparation to sleeving, it becomes a spare part --- the barrel by itself is only illegal because of its caliber. The cylinder and everything but the frame are spare parts in a legal sense and when separate from the gun, do not have to be altered (if separate from the gun). In a worst case scenario where the gun had to be surrendered, the spare parts have considerable monetary value.

Another option would be to have the barrel rebored, and the chambers in the cylinder rechambered to suit.
SAA parts can be had - a barrel and cylinder could be fitted, and the gun registered, if it is not an antique.
Don't even thinnk about welding up a SAA.
