Any tactical 223 that is non-restricted firearm?

If you can afford it, Swiss Arms. Mine has an NEA lower that accepts AR-15 mags and stocks.

Get your RPAL, shoot guns with a greater level of government gun control at a smaller shooting range :p
Some of those AR-15's and that are ###y... I'd buy em up too, I just don't care for the range so much - my bias.

You're really going to give in and not own one because they've made it difficult? I guess the governments plan is working...
 
SO to the OP:
Nope you cannot have a Norc AR, because it is still an AR.
The way they prohibit or restrict firearms is usually as follows
" The firearm of the design commonly known as the _______, and any variant or modified version of it, including the _________, __________,__________ etc "

Because any AR-15 is a variant of the M-16 they are restricted, as already posted you can purchase the AR-180B2 as non restricted because...... well I have no idea but they do not make them anymore.

The non-res .223 group as I remember is:
Cx4 Carbine, Kel-Tec Su-16, Mini-14, (for your price range at least)
You could consider the Swiss Arms Rifle, Robinson Armament rifle, Tavor bullpup or the Benelli MR1 if you had more cash.

Seeing as you probably won't be using your non restricted 'tactical' black rifle on any battlefront, I'm assuming you want one for looks, both the Mini-14 and SU-16 can emulate an ar15 feel pretty well.

To each their own, but it looks so unappealing to me.

I have yet to hold one for myself yet.
I keep getting this scared feeling that buying guns is like getting puppies, you can say you don't want one over and over until someone puts one in your hands.

Not so.. I do own restricted firearms, and I shoot em at the range when I get there.
I just dont like shooting at the range, nothing to do with giving in to anything Tom.

Cx4 unfortunately never came in .223, unless I slept in on that day.

You should get one. My Swiss is an absolute tack driver. With iron sights, a smoking hot barrel and cheap 55 gr American Eagle it shoots .75" groups at 50 yards.

I suspect with a scope and reloads the bullets will go into the same hole.
