if it is hollow and unscrews, could it be a holder for an air-tube mail delivery system (ie: hospitals often use them).
That is a Aircraft practice bomblet, called the MPB or Modular Practice Bomb. There were two configurations, "High drag" (This example) and low drag. Same body but without the plastic rings on the front and back.
BE CAREFUL, prior to dropping they would normally have an acid smoke charge inserted so on impact they charge would fire and make the hit easier to spot by observation crews. There should be a hole about the middle of the body, this is used to index the bomblet in the ejector gun of the SUU 5003 bomblet ejector rack.
