Don't recall ever seeing a message tube shaped so much like a shell. The back section, below the centering ring, looks to be metal, so again, I would suspect that it's not a message tube.

On the other hand, I've never seen a shell with rings around it like that either, so I'm stumped.

Is it metal, and how much does it weigh?

You are right about blue painted ordinance being inert (or practice) ammo though.
 
That is a Aircraft practice bomblet, called the MPB or Modular Practice Bomb. There were two configurations, "High drag" (This example) and low drag. Same body but without the plastic rings on the front and back.
BE CAREFUL, prior to dropping they would normally have an acid smoke charge inserted so on impact they charge would fire and make the hit easier to spot by observation crews. There should be a hole about the middle of the body, this is used to index the bomblet in the ejector gun of the SUU 5003 bomblet ejector rack.
