I know that the US has a law for it but I'm not sure if I would have to call CFO or anything if I put a stock on it.Your confusing US law with Canadian law - an AR is restricted regardless if it is a pistol or "SBR". The SBR classification does not exist in Canada.
If you slap a stock on a pistol AR it still remains a restricted firearm and does not have to be re-registered.
