Well it's made in Canada, so you're basically just paying extra for that. The quality is all pretty much the same.
If you don't care where it was made and just want a colt you can get some pretty cheap lowers if you keep an eye out on the EE
I know you may just be talking about Colt AR lowers, but there are still some slight differences between Colt Canada and Colt USA.
Now regarding a whole rifle the differences are much more significant due to Colt Canada making well over #150 improvements to the American design.
From improved materials and manufacturing procedures over the USA counterpart to superior cold weather capabilities the improvements are subtle, but many.
However most would agree (IMO) that it's the Canadian versions switch to a Cold Hammer Forged barrel that really sets it apart; allowing greater accuracy, barrel life and improved reliability.
Oh yeah and you can't beat the Made in Canada along with the sweet maple leaf.
