You can if you shoot in the states. Just take it across the border pinned, drill the rivet out, load (stripper clips would be in order) and have fun at your action-shooting match. Re-rivet before coming back in.
Norinco guns can't be temporarily imported into the US on a Form-6NIA, but there is nothing on the form about mags. I assume you would legally be fine, but would be inclined to avoid Norinco for cross-border shoots just in case.
