The new MR223A1/A3 uppers do from what I recall. I don't think HK got into any trouble as there really weren't that many rifles that made their way onto the Canadian market. It's not like any of the ones in civilian hands are FA anyway...416 uppers are not supposed to be for civilian consumption, and MR223 uppers won't fit on AR15 lowers. Something to do with German export laws and HK being tightly controlled by the German government as a defense contractor. I think HK got in some trouble when 416 uppers, UMPs, MP7s, and G36s found their way onto the Canadian gray market, so now all defense articles require end user certificates before being purchased by agencies.
