I tried the AR with 2 aluminum 5/30 mags that came with the gun when I received it. I also ordered a pmag 5/30 from questAr after my first time to the range and tried it yesterday and it did the same thing so most likely not mag related.
The lower is a tactical inovations lower that I was told was brand new when I received it with a dpms parts kit. The upper is a bushmaster 14.5" HBAR with around 1000 rounds through it I was told.

That's why I asked you at what moment does the 2 round go off. If it goes off when you release the tension on the trigger, it is probably caused by wear on the lower part of the hammer or front of trigger.
When you cycle an AR in semi, the hammer cocked by the bolt carrier, it is then engaged by the disconnector (green), upon releasing the trigger, it is then blocked in place by a notch underneath the hammer (see interaction between pink and blue). When there is wear in that area, double tap...It may also be wear on the notch that engages the disconnector.
If your second round going off is not caused by that, it may be a slam fire (firing pin inertia). Chamber a round in your rifle and discharge it right away, look for indent on the primer.
Finally, McFarland (spiral) rings are no better than separate rings. From what I've experienced, they wear out faster

are you a tech also, if so help the man out.
Have you checked to make sure the gas block has not moved. If the GB is not pinned it can move which results in less gas which would cause the cycling problems you are describing.
Swap the uppers and see if the problem still persists... if it does then the problem is in your lower... if the problems dissappear then you've determined that the problem is with the upper you replaced.
Once you know if the problem is with the upper or the lower you can then do additional "tests" to narrow down exactly what is causing the issues. That way you identify the problem and correct it.
Burst firing is often as simple as the disconnector sticking... this can be caused by dirt in the trigger group (in the cutout where the disconnector and spring reside). I've even seen brand new trigger groups have issue when there was a bur on the inside of the trigger groove where the disconnector sits... this bur caused the disconnector to stick and resulted in burst firing.
As for the issue of stoppages... could be all connected to same problem or two different problems... hence my suggestion to elminate items that do work and narrow down what is not working.
Since the guy you got it from has other AR's a few minutes with his help and you should be able to confirm exactly what is causing the issues.

To further what Mr. Questar said, check that there is spring tension on the disconnecter.

You need to answer the question FrankCJ7 asked.At what point does the second round go off?If you squeeze the trigger slowly until it fires and hold it down after firing,does it still fire twice?OR does it fire on the let off.I had one once that fired once in a while on let off after following through on a shot.After looking carefully at it I realized that the grip screw was too long and went through the hole in the lower and was pushing on the sears causing it to fire whn it wasn't supposed too.Might wanna pull the grip off and make sure your screw isn't too long.
So you weren't touching the trigger at all and it just fired?Never heard of that.Sounds like your trigger bits need replacing.
You sure it wasn't when you are in the process of letting presure off the trigger after you have fired?... as in you fire and follow through by holding the trigger down even after the first shot is fired,THEN the gun discharges as you are letting off the pressure to get ready to squeeze off the next shot?
At any rate did you pull the grip off to have a look see?

Haven't pulled the grip off no, and its hard to tell if pressure was completely off the trigger because it happens so fast. I don't understand how it even cycles 2 in a row when this happens, when the rest of the time the bolt isn't even coming back far enough to grab the next round.
