Arisaka Type 38

I am talking to one of my co workers about purchasing his type 38 Arisaka. it has a ground mum, dust cover and the bore is decent and the stock is what you would expect of a rifle of that era! what should I offer him? I was thinking 650?

Also does the ground mum mean it was more likely to have seen action?

myself i wouldn't pay more then $400 just the fact that ammo is so hard to come by. but others will let you know what they think. pics do help.
 
It would have to be in excellent condition inside and out with a ground mum for me to pay $400. Even that would be a stretch. VG condition would fetch maybe $300.

It's possible the rifle saw action but the Mum being ground was to deface the emperor's symbol so as not to embarrass him. It was done by occupying decree after Japan surrendered and was occupied.
