In the OP it discusses the fact that when these archery seasons were put in place technology available at the time limited effective use to much shorter ranges than what modern crossbows are capable of, and not allowing scopes would help limit their range. Of course that seems to ignore the similar technological advancements in compound bows, and also ignores the fact that a scope doesn't make a crossbow shoot any farther.
While a scope doesn't make it shoot farther, as with guns, they most definitely encourage people to shoot at longer distances with much less difficulty.
I can see the same thing happening with shotguns/muzzleloaders in controlled hunt areas. Regulations were created long ago when shotguns/slugs weren't very accurate while todays shotguns with modern slugs are practically short range rifles.
