Apparently so. I called the BC CFO a couple of weeks ago after waiting 3 weeks for a restricted transfer and she wanted to fax the statt to me. I said no, fax it to the gun store. She said she couldn't do that any more without my permission due to some privacy act or law. Also since I was getting the statt verbally over the phone, I had to pick a date for pick up since it is only good for one day. I also just bought a restricted last Friday and got a sheet from the gun shop outlining the procedure of now having to call the BC CFO to complete the transfer. Call, give all pertinent info, get statt faxed to me or give permission to fax it to gun shop.
I bought a restricted two weeks ago. Paid for it at a local shop on a Saturday, the owner started the transfer on Monday then I dropped back in Tuesday and he called the BC CFO (waited about 15 minutes on hold) and told them "I have a customer here in my store wanting to take his handgun home". The BC CFO gal got on the phone with me, asked a couple questions, i handed the phone back over to the owner....and a half hour later I had my STATT faxed to the store and I took the handgun home.
