best 1911 frame?

You can buy a complete Norinco for much less than a Caspian slide and frame. Depending on how far you want to go with your project, you may even have some extra usable parts.

Why if it's been a rebuilt from scratch

It doesn't change the fact that the frame is still manufactured by Norinco and registered as such. your registration certificate will still always say Norinco no matter how much work you do to it... Now, if a manufacturer like Dlask is buying bulk frames and slides then they may have the ability to register them as newly manufactured Dlask 1911's with a Dlask serial number. I would assume that is what they have done in the past anyway. Much the same way that almost every custom builder out there uses Caspian frames but no one is selling them as Caspians.

I believe Dlask machines theirs from 80% forgings (which are not guns) therefore they are the manufacturer. They have used Caspian stuff, but depending on how far along they are when they get here that may, or may not make a difference.
