I went through this whole thing a year ago, borrowed and tried a number of different rifles at the range, did a bunch of reading, and bought a Windham.
Fit and finish on a WW-15 is noticeably better than the Norinco's in almost every way.
I was able to get one, NIB, on sale from a site sponsor for $700 (keep your eyes open, and you can too, the sales are moderately frequent) which put it so close to the going rate for a Norinco that it wasn't worth haggling over.
Very happy with it so far. 2.5" groups at 100 yards with the cheapest bulk ammo. One of these days, I'll spend some money on a selection of good ammo, and sit down and really figure out what it can do.
