Best for what? Need to know what your use will be.
For a all around rifle or 3gun rifle I’m very fond of the Faxon Gunner profile.
Faxon 18.6” Gunner Profile. It’s more rigid than a pencil barrel and lighter than a government profile. They are nitrided inside and out so durability isn’t a concern. With nato ball it was just as accurate or maybe slightly better than my DD 16” barrel.

I was looking at the gunner but I was having troubles finding it in the desired length. What retailer did you get it through if you don't mind me asking
CTCS had 18.6'' gunners, that's where I bought mine.

If i got an 18" gunner, and had a muzzle device welded to it as to be permanently attached, would that make it a legal NR length rifle? (as long as its over 18.6")?
Says they’re not honed. What would that mean?��Or this one which is the same profile except it uses a .750" gas block instead of the .936". Makes for better handguard choices because there is more clearance with the smaller gas block.

They consider the barrel to stop where the rifling stops when measuring barrel length, muzzle device does count for OAL but that doesn't affect anything in your case.
You could get a 20 and cut it down to 18 1/2
