That's correct actually, although it was originally intended for up to 600yards (a bit optimistic I'd say). It was originally designed to extended the effective firing range of an infantry unit out to 600yards; it was never designed as a sniper rifle. There was even a pic of a US soldier in iraq using a SVD with no scope.
I think the soviets must have had a FAL in front of them when they designed the SVD.
