I have one and it is very nice for what you pay but above the "budget" category

Another vote for the Savage Mark II. Great rifle for the price.

This. Got one. Love it. Mk ii F with a 3-9x32 rimfire scope. I don't recommend the scope it's garbage, a 4x AIM scope off Amazon for $40 is better IMO.

If he plans to scope it, I would get the FV (the V stands for heavy barrel). It doesn't come with iron sights but they're typically more accurate, especially once you put some rounds through it and it heats up.

I wouldn't get a scope package rifle, because the scopes are terrible, but if he just wants something that's ready to go out the box it'll certainly work.

Mark another one for an older Cooey. A model 60T or otherwise. Can usually be had for around the $200.00 mark or less. A great, workable piece of Canadian history!

No offense but the savage is a better rifle (better trigger, better aftermarket) and they're made in Canada too!

My old friend Bobc bought a Zastava, they are a very nice rifle for the price point.
Some of the Savage Bolt rifles would indeed make fine Magpie hunters as well.

Savage Mark II, there's lots of options like included scopes and such. Also the 64 is a good price point, nice that they're made in Canada too.

I could not resist... Had to get a Zastava MP22 & I'm glad I did!

It's a rifle that fits the budget, which I equipped it with a Bushnell Banner 4-12x40AO in NC Star 1 Inch rings for 3/8 Dovetail RB25 rings, and just look how it shot budget ammo! HUGE WOW FACTOR ON PERFORMANCE!!!
