Best "El Chepo" .22?

For old bolt rifles: Cooey 60.

For old semiautos: Any of the Savage 6 / Stevens 87 variants.

For modern bolt rifles: Savage Mark II series.

For modern semiautos: Marlin 60 tube mag / Marlin 795 detachable mag.
 
For El Cheapo, I have to mention my Norinco JW-20. It isn't my most accurate .22 but it's really handy and I only paid $200 (I think) during CanAm's wickid Christmas 2014 sale. It's a takedown semi, with old school styling. I cut a scope mount in half so it doesn't extend over the receiver, and put a small red dot on it. It eats Winchester 333/555 like candy.
 
Well, I don't consider 22s any more/less safe than any other firearm, but I get your meaning. :) To the question though~I think everyone's tastes, and everyone's definition of "cheap" will differ. I bought a Little Badger when they came out, loved the idea...didn't care for the rifle at all. Novelty wore off quick in my case, but cool idea. I think I'd echo what a couple of people here have said~the Norinco bolt actions are the best, cheap 22s that combine decent accuracy/durability/simplicity. I wouldn't personally bother with anything but their bolt guns, but my JW15A backpacker has been great. It doesn't see as much use as it once did, but I just can't bring myself to sell it. Works too well, solid, good accuracy, compact, cheap, etc. (paid $175 all-in for mine) It's been rained on, snowed on...just keeps ticking. My bad weather .22 that won't quit!
 
Canada Ammo sells them as well. We don't need to drag the bold one into this :)

Yah, but CanAm is out of stock.

Truth be told, "the bold one" has been on my "Here there be dragons, proceed with caution" list for a while.

Doesn't mean I won't buy off them, just that I would be willing to pay a few extra $$ to deal with someone else for the same item, if the option is available.
 
Another vote for the JW15 backpacker. Bought it off the EE for $120 and mounted a $35 Simmons fixed 4x power scope on it. Fun and surprisingly accurate inside 50yrds.

Here's my el cheapo .22. If it wasn't for Hitzy's "not a raging pile of crap review" I don't think I would have bought it, but I'm totally glad I did. Full details below the picture.

it's a Norinco JW15A-13 bought from north pro sports for $223 including shipping and taxes
NCStar RB25 dovetail scope mounts with a 1.1" centre line from Mark at Colonel Mustard for $7.00
a no name brand fixed 4x32 scope for $25.00 that I picked up from Lever Arms on sale. I wanted to put my bushnell ar .22 scope on it but with the parallax adjustment it didn't fit with those rings, so I'd need to install new rings and a cheek rest for the bushnell scope.
a generic 6-9" swivel stud bipod for about $18.00 from ebay. It took less than 3 weeks to get here from Asia which was surprisingly quick as earlier this year i had packages from Asia take as long as 3 months
A set of GrovTec US Men's Machine Screw Fore End Swivel Set for $13.00 from Amazon.ca as I didn't like the one piece sling mounts that came with the JW15A.
A new striker spring for $13.00 from YoDave
And finally two 10 round polymer magazines for $76.00 from Dlask arms. I should get more of these magazines lol.

So I'm in to my JW15A-13 for about $375 I don't know if this still fits the OP's definition as cheap but it started off as $223 for the base rifle before I started kitting it out.

Sorry for the poor picture quality I'm having some issues with lighting.
 
I have 597 HB that I really enjoy. "Blasting" away isn't a problem unless you want it to be. The trigger is still behind your trigger. It's plenty accurate for my needs (non competition), light, and still feels like the big rifles. I had a Savage Stevens tht I wasn't really using to much but I do regret selling it. I didn't like it better than the 597's, but I like them both WAY more than I like my 10/22's.
 
My vote for cheap and accurate goes to either the Norinco NS522 or a used Schultz and Larsen. Some of the Schultz and Larsen's clean up pretty nice too, here's how the stock on mine turned out after a refinish with linseed oil.


The Norinco isn't too bad once you strip off the horrible brown paint or stain that they came with. Needs a scope riser for how high my scope is though.

My Norinco jw25a from Canada ammo goes with me every range trip. With a bit Fowled barrel I was hitting .5 -1 inch groups. Best trigger I've ever played fingers on. It's so light and crisp. Best 200 bucks ive ever spent. Mag sucks tho. Often binds up on the last round.
