My vote for cheap and accurate goes to either the Norinco NS522 or a used Schultz and Larsen. Some of the Schultz and Larsen's clean up pretty nice too, here's how the stock on mine turned out after a refinish with linseed oil.
The Norinco isn't too bad once you strip off the horrible brown paint or stain that they came with. Needs a scope riser for how high my scope is though.

My vote is for a used Schultz & Larsen M70 from tradex, for the quality I believe them to be cheap.
