Have you read the actual Simplified Classification System proposed by the CSSA and accepted by SOME conservative members?
It is far more complicated than what you suggest, and imports several of the issues with the current classification system, which includes non technical considerations such as who made the gun or any modifications to it, and can be extremely controversial when you consider the possible combinations of accessories that could affect length. Not that any of the cheer leaders of that system have ever bothered to offer a justification for separate classifications of firearms anyways.
A shotgun that is manufactured to be less than 660mm is non restricted.
A shotgun that is modified with aftermarket parts to have a folding stock by the owner and can fold to be less than 660mm is restricted.
A shotgun with the barrel chopped by a reputable gunsmith to be less than 660mm is prohibited, because sawed off shotgun is more concealable than the one that was made that way in the factory.
