Not familiar with "Waters" at all. Is it brass or a manual or...? I have some old imperial brass that measures .447,and an old dominion case that goes .446. I would guess that is the standard that has been used, considering ppu is the same. An old lyman book lists lyman #28 shell holder for both 6.5x54 ms. and 6.5x52 carcano. Maybe check for a carcano shell holder just,..well just because!

Sorry...on older stuff I just consult 'The Bible' ... Pet Loads by Ken Waters. He was a pretty knowledgeable fella on reloading back when.
AHH.. now it clicks. I have had my nose in that book more than a few times myself. A 7.62x39 rim is .445 with my yardstick, and lee lists a #12 for it ,so maybe worth a shot.
The challenge with shellholders is that it depends on the brass as much as the caliber, hence I have Lee, RCBS and Lyman on hand, many of which were bought at Gun Shows. I find Lyman to make the most durable one.

Water's got 0.454 rim and my PPU brass shows 0.447... the size differential must not help either.
I reached out to Lee and they will do a custom grind it seems.
Thanks, I'll end up with a couple holders...but if anyone has any Graf brass, I'd be interested in the dimensions as well
