Difficult to say. depends if one likes bolts, semis, levers, wood or synth.
Assuming today's prices and still available (or at least orderable), for me it has to be the Browning BLR stainless takedown in a short action chambering (not 223) if you can find one.
If it had to be a bolt and you're willing to wait or shop around, then I'd say the xbolt pro or pro long range can be had for 2k and I have been extremely pleased with mine over the years except maybe that the OEM cerakote is not as good (it chips) as what you'd get from Black Box Customs.
If I had a 2k budget today though I'd probably get a less expensive rifle and nice scope. I would be hard pressed to find a better bang for the buck than the cz557 short action (e.g. range, SA lux) but any would do if you want a standard length chambering or don't care about iron sights. With Warne QD rings that leaves you about 600-700$ for a decent scope.
