Here is the regulation wording in Ontario.
"A hunter orange garment and head cover must be worn. The
hunter orange garment must cover a minimum of 2,580 square cm (400 square inches) above the waist and be visible from all sides."
So yes, you will get a ticket if it cover your back completely. So use a small backpack.
For the Blaze orange, quote from regulation again.
"Hunter orange colour standards are generally consistent across North America. Manufacturers can provide information regarding clothing compliance with this standard."

It says 400 sq inches must be visible on all sides...but NOT 400 sq inches on EACH side. The 400 sq/in is a TOTAL ACCUMULATION of ALL sides.
Example: If you are wearing a hunter orange coat and your backpack is not OBSCURING so than the mandatory 400 sq/in is still visible in total, then your are legal. In other words, wear enough orange on your upper body so that when wearing your packsack, you still have at least 400 sq/in TOTAL visible (some on all sides...below packsack..ect)
I found a blaze orange backpack. LLbean has one for $49 all in Blaze orange. Its cheaper than a ticket I guess.
