The mounting length of the scope makes the biggest difference in this application. I ran a VX3 2.5-8x36 on low rings for example, but I have clearance issues around the rear sight with a vortex razor 1.5-8x32 - even though the objective is bigger on the Leupold, it's longer which puts the objective ahead of the rear sight.
I've found 30mm vs 1" tube doesn't make a difference in this application.
The other thing to keep in mind is not all 'low' rings are the same. Most 1" lows measure .750" from base to center. On the 30mm tubes medium might be .810", low might be .870" depending on the mfg of the rings. Just keep that in mind and try use actual measurements where possible.
I've found the extended bases allow me to mount the scope farther forward so the objective clears the rear site.
