Who knows why they would say that. Probably to avoid any possible CFC/RCMP issues regarding the magazines. The mags are certainly not identical and do have significant differences in them.
My AIA mags work in my Norinco and that's perfectly legal.

The Garand is the only semi-auto centre fire that can legally hold 8 rounds, while the SAFN 49 is the only centre fire to legally hold 10. I love mine, in 30-06, will never give it up. It also out performed the Garand in the hands of the Belgians in Korea.
