Budget.22lr options in a bolt action repeater?

Norinco JW 15 that is broken in are a great rifle for the money. Unfortunately no one seems to have brought any new ones into Canada lately. I had one and would still have it if I had not got the bug to buy a CZ. The CZ does not shoot any better but it sure looks nice and feels nice!

I dumped my 24" barrel one, didn't shoot as well as the 13" one. Both were Bell Outdoors imports, I guess someone could try contacting them to see if they have any stock?

True, the lack of scoping option, and cocking could be a problem. Mines scoped so I see it differently.

There a few with more money with brains, and then some that are excellent shooters. I know last match we did for an Animal rescue. The president scored 20/23, with his target rifle, then re shot it with his daughter Cooey 39, iron sights, and got 17/23. Which still would have won.
That's the big downside to the cooeys. Cocking is difficult for smaller people.
If the stock on the Rascal is too short, I hear good things about Marlin 22s. My only Marlin is a 795 (a semi) but it's plenty accurate enough, and bolt guns are usually even better.
Xt22 is the bolt gun. I've been tempted to get one but my MKII fits the same role. I've been thinking about getting a heavy barrel 22lr and a big scope, but I'll likely go savage again because I already have some mags.
I'd agree with everyone who has said Savage. I love these rifles, our house has gotten 7 of them in the last year. Rascals, MKIIs, 93's, they are all good. They hit it out of the park with their rimfires. I have a couple CZ 452's that never even get taken out of the safe anymore.
The Savage stocks are kinda crappy, even if you get a wood one. The exception would be the TR model (Boyd stock). But they are shooters. I bought a Boyds laminate stock for one of my MKII rifles but haven't put it on yet because I'm scared to jinx it, it shoots that well with the rubber stock.

I saw in another thread where they say that stopped carrying them in 2017. Odd seeing as how they’re still listed on their website. Might be why they didn’t respond to me asking about the JW15 13”. Doesn’t appear to be stock anywhere in Canada.
I've had 2 of the JW13A "Backpacker", 13" guns. I agree, fun guns...decently accurate, but I think if the OP Is still looking...my vote would be the Savage B series...or as a back-up, maybe a Mark II. The 13" barrelled guns are heavier than they should be for the size, which is fine for an adult. Having only owned one Savage 22 (other than our Rascal) I'd find it hard to imagine a 13" Norinco could out-shoot a Savage bolt gun...but I've been wrong before. lol
As a CZ/Anschutz fan mostly...I'm biting my lip a bit...BUT, will say that from an ease-of-use POV with good accuracy, you're hard-pressed to beat Savage for the price. I also find they load/chamber rounds with less effort than CZ/Anschutz, something everyone appreciates...especially youngsters.

So how did it work out for the OP and the Savage?
For the best value in a bolt .22 for a new shooter, I'd always recommend the Scorpio EM332, which is an excellent little gun, accurate, nice trigger, comfortable stock, light weight and the one I tried was pretty accurate.
They've been available occasionally for $160 on sale. IMHO nothing can touch that for value.
