I "think" the way the bullpup thing works is that you can't modify a gun to be a bullpup (why the sks and 10/22 bullpup kits are prohib) and it will be prohibited if you can fire it without the stock, which I really don't get but anyway.....
It's really not that complicated of a law. Picture a FS2000, if you were to take the stock off that rifle, you'd have to remove the mag well and many of the moving parts. The firearm will no longer function. However, if you were to remove the stock off a conventional rifle, say an AR15, you're not affecting the ability of the firearm to function, you're basically "pistolizing" it. It's not too complicated when you think about it.
