I want to state firstly that I am an engineer in manufacturing enviornment. I also own Bushnell and Leupold scopes. Both for over 15 years. I have never had any issues with either manufacturer. My bushnells are made in Japan. IMO you cannot get any better quality than Japanese quality. Japanese workmanship is second to NONE. As a prof. eng. If you are going to buy a leupold you can buy any one of their line of products. If you buy a bushnell buy an elite series they are all made in Japan.
IMO you cannot go wrong with an elite series scope or any leupold!
I can tell you that japanese people take great pride in thier workmanship. I can also tell you I have seen some god forseen lazy bumbs in north american manufacturing. I have no exp. in the leupold manufacturing facility.

George, your engineering diploma while a worthy credential doesn't qualify you as an expert in optics - unless you work in manufacturing optics? There is an enormous amount of real life experience on this site. As has been mentioned real life experience means a lot more than an engineer who has owned a couple of scopes for 15 years. I mean heck, I 've got three scopes (two Leupold's and a Bushnel) that are probably older than you are...
A couple of points here:
1. You will learn more by being humble about how much you know - because there is usually someone that knows more on any given topic.
2. Running down a group like North American manufacturing personnel is not productive or appropriate. Is some North American manufacturing poor in quality? You bet, just like you would find from anywhere. There is also some North American produced products that set the bar worldwide for quality.
FWIW, I do agree that Bushnel Elite series and Leupold's at or above VX3's are pretty good mid range glass.
