The US doesn't consider air guns to be firearms at all (they do some things right) so it would not be ITAR controlled for export. You would still need to show your license when coming into Canada because at that moment it would magically become a firearm because of Canadian law.
Some states like New Jersey do restrict them. In that state they view them as firearms and a permit is needed to purchase. Airgun rifles need the FID permit, and pistol airguns need a pistol permit for each one in New Jersey. There might some other restrictions in few other states.
Otherwise in most other states it is not viewed as a firearm.
