I have three CZ's (452/LR American, 453/lR Varmint & 452/HM2 American) and six Savage rimfires (three MKII's in LR/HM2 and three 93's in HMR/WMR)... So I can offer an opinion on both...
The CZ is definitely a better gun from a fit & finish perspective... If you really appreciate nice walnut and rich bluing (who doesn't), then CZ is the way to go. However Savage gets a bum rap IMO, the comments that they feel like "a cheap toy", while subjective, do not reflect my opinion... The "F" series stock does indeed feel cheap... So I got rid of all of mine and they all wear Boyd's stocks now... The mag release is a crappy set-up (but it does work), the mags are flimsy but the CZ mags are no better IMO. Where the Savage rifles more than hold their own is on paper... And when restocked they have a very pleasant "big boy" feel... Comparing my group of bolt-action rimfire's for consistent accuracy... The CZ's rank in the bottom half. My two 93R17's are 2-3 and the 93 WMR is at 5 (middle of the pack). My clear winner for accuracy is a MKII HM2. If I were you I would not buy the new bolt assembly for the 93... If the knob is not working for you, have the handle cut/ground/threaded and put on a custom knob... The price works out to roughly the same, but you don't mess with the headspace and you will have a truly unique (compared to the other range Savage's) gun. JMO.
