Step one... leave the file in your tool box.
Step two... strip the receiver/bolt clean out all grease and debris and lube LIGHTLY with a dry graphite lube.
Step three... shoot four boxes of heavy 3" loads and then try light target again.
Step four... if all the above fail, "polish" the bolt and inside of the receiver with metal polish and 0000 steel wool.

First tell us what shells you are shooting. If it's the ####ty cheap Walmart or crap tire Winchester then that is your problem. My 1200 dollar semi won't cycle those things as the steel on the hull gets stuck every time.

Never had an issue with those Wal-Mart or Cdn Tire dirty cheapies as so many refer to them as from any Browning I ever owned and I shot them though first a Gold Spotting Clàys, then a Silver 3.5" waterfowl and lastly a 3.5" Maxus!! Never once had a FTF or FTE.
My 3" SX-3 is flawless with any load that I have tried. My 3-1/2" SX-3 will FTE about once per round of skeet with Winchester Super Target 1-1/8 ounce loads. Both guns are flawless with the Kent 1 ounce loads.
