It's a vibration damper. Just a weight with shrink tubing. Used to regulate the (speed?) amount of powder delivered

Just wondering for your further revisions; why not just throwing your bulk and topping off with only low speed.
Trickling the full load might take a bit long and if you throw close to your desired weight there won't be much to trickle.
