C42, LTATT, and club membership in ontario (GTA)

I had my RPAL for a year or so and have been on a wait list with a few gun ranges. I live in downtown toronto wherein there is a shortage of nearby ranges accepting membership. Most ranges within 30-45 minutes drive have a long wait list with years of wait.

I was encouraged to hear about Bill C-42, which will put an end to LTATT for trips to gun ranges. Maybe its wishful thinking, but I'm hoping that walk-ins will be more common than memberships to ranges. I am not advocating anything, nor saying that membership is unjustified. I understand why there was a need for it given the requirements of the LTATT. I'm interested to find out what everyone else thinks and maybe some range owners/management can tell us what they plan to do once Bill C42 passes.
 
The thing with TO is that most clubs don't own the range they use. They rent. No place for walk-in traffic to go. Mostly a liability issue for clubs not accepting walk-ins anyway.
C-42 isn't doing away with LTATT. It just says, not that it's been passed, if you have an RPAL, you also have an ATT "...to transport the firearm within the individual’s province of residence from the place where the individual acquires it to the place where they may possess it..." Nothing about not being required to be a club member either.
 
If and when C-42 is proclaimed, anyone with a valid RPAL will have an ATT regardless of whether they have a club membership or not.
One will still only be permitted to transport to a range,gunsmith or gun show.

I bought a restricted expecting to join Silverdale but I have been really busy and haven't gotten around to it. That's why I haven't even shot it yet. Since I'm not part of a club/range, I don't have an ATT which is why it has never left home. However, learning about C-42 doing away with the ATT; does that mean I no longer have to be a club/range member in order to bring my restricted to Silverdale to shoot as a guest? Or will I still need to become a member first?

As far as I understand the new law, yes you can after Sept. 2nd as long as you have a written invitation from the club to do so.
 
If clubs see a drop in memberships and increase of drop-in, they will most likely increase the cost of drop-ins or change bylaws so drop ins are not allowed.

AKA the "requirement" that is wholly unmentioned in SOR-98/206, right ? :wave:
 
It seems as though now many of the clubs in the GTA are still allowing drop ins however if you want to bring your own Restricted to THEIR club, you will have to pass some certification and probation shoots prior to you bringing your restricted for the first time.

For example, Caliber (Target Sports Canada) will have an "Associate Membership". You can read some small info about it here

I called yesterday to have all 6 conditions attached to my rpal and was asked for name of club and membership # and when I told her that I didn't belong to a club yet she told me I could only have 5 of the conditions attached to the three restricted I already own and not the 6th " to and from a range".......... but if I bought a new restricted firearm all 6 would be attached to that firearm only.......... what a cluster f###............. they want proof that I belong to a club before granting me the "to and from a range" part of the attached att for restricted I already have in my possession but if and when I buy a new one all conditions attached. when I asked if I just sold the three I ALREADY OWN and then buy them back would the 6 conditions be attached....... she didn't know what to say to that one...........
 
If you just requested a card reprint.. It would add the 6th condition too.

Thats what i did.. Was told just to wait for the new card to come in the mail before I bring my restricteds out.. With that being said, my file has been technically updated with the 6th condition but its just easier to be able to show the card too without hassle

not for me..... she told me I couldn't add the 6th condition unless I showed proof of membership for the restricted firearms I own but would be added to a new purchase and only that one....... makes sense to me:confused:
this is after I called with my query and she had to check it out with her superiors and then called me back and went over it all with me........ i'll just sell them then buy them back from a friend and all conditions should be attached. what a cluster f###........ waste of time and resources....... oh and tax dollars.
 
I just moved from AB to BC was told when I emailed/faxed my new range membership in I would get a new LATT. So I sent in the proof and waited for my new paper. 2 months never heard anything so I called about it. They never received the email. As it was now Sept3 I asked about that and was told that until I showed proof of membership they would not add it to my RPAL. So back to trying to get a email through to them finally happened after 5 attempts. Really have to proof read the address better. So now waiting on a reply. I really wonder if they will actually let me know if I now have a valid LATT or will I have to call in in a while to see if it is actually on my card. Anyone know?

Wow thats weird! Looks like the communication in the CFO is off! There have been many others on here that did the same thing i did and were put on the "Reprint" list also for the 6th condition.

Like i was saying, she even told me that if any cop went to the length to call and inquire about my RPAL right now it would show all 6 conditions but she said its easier to wait for the new card to avoid the hassle
 
It's s funny story but I just recieved a membership at a range in Ontario on Wednesday Sept. 2. It just so happens to be the same day that they changed the LTATT rules. It was crazy timing that I became a full member the same day but that's how it happened to work out after completing me probationary visits and range safety course and paying my dues. The secretary of the club told me she was going to apply for my ATT as I already owned restricted firearms. She phoned the RCMP Thursday Sept.3 and they informed her of the change. She informed me right after speaking to the rcmp and advised me to phone them as I needed to get my RPAL reprinted with the ATT attached to it. I called in and gave them my RPAL number and told them I was an owner of restricted firearms for the purpose of target shooting and she said I will be put on a "list " to have my RPal reprinted and that I would need to wait for it in the mail b4 I was able to take my restricteds out of the house. She didn't have a time frame as to how long it would actually take. Im hoping it's going to be quick and that there isn't 1000's on the list b4 me cuz I have these beautiful brand new un fired firearms just chilling in the safe waiting to spit out the 1000's of rounds stored up in the ammo locker beside it.

I had been put on the Ontario reprint list on Sept 1st. I just called the 4000 number since I had some time to see if the conditions had been added to my file. I have my first restricted in the mail to me and was curious if I could just go pick I up from the post office when it arrives.
The lady informed me that it wasn't as the transfer took place before the second. I told her I was on the reprint list and was just curious if it showed the conditions on my file yet. She informed me that a reprint wouldn't add the conditions to my licence only a new transfer or renewal. So I asked for a transfer to the Ontario CFO's office, which went to voice mail.

I'll just wait till the restricted is at the post office before I inquire further. Seems like no one knows the real plan yet!

that's what they told me. whatever restricted I owned before sept 2nd would not get the 6th condition unless I showed proof of range membership BUT anything I buy now as of sept 2nd would have all conditions attached......... makes absolutely no sense what so ever. I'm going to transfer my three restricted firearms to a friend in the next few weeks then transfer them back to me a few weeks after that then all conditions should be attached. maybe in the next few weeks i'll get a different answer anyway............
 
Hmmm... so the the ATT doesn't give the OWNER the Authorization To Transport ALL of his restricteds.. The owner can only transport each restricted that is covered by the ATT? like each gun has to be registered to the owner's ATT?
 
For what it's worth, I bought a restricted on the weekend at the end of August, the transfer went through on the second of September and I picked it up on the third.

I checked the mail today and noticed that sometime this week they sent me a new license with the following 'special conditions' added:
  • Transport of restricted firearms and/or prohibited handguns (12(6.1)) possessed for the purpose of target practice to and from all shooting clubs and ranges approved under section 29 of the Firearms act.
  • Transport of restricted firearms and/or prohibited firearms to and from any place a peace officer, firearms officer or chief firearms officer is located for verification, registration or disposal in accordance with the firearms act or part III of the criminal code.
  • Transport of restricted firearms and/or prohibited firearms to and from a business that holds a license authorizing it to repair or appraise prohibited or restricted firearms
  • Transport of restricted firearms and/or prohibited firearms to and from a gunshow
  • Transport of restricted firearms and/or prohibited firearms to a port of exit, in order to take them outside Canada and from a port of entry
  • Transport of a newly acquired restricted firearms and/or prohibited firearms from the place of acquisition to the license holder's dwelling house or other place authorized by the chief firearms officer.

I didn't ask for the reprint, they just sent it. The transport conditions make no mention of applying to specific firearm - just restricted/prohibited and registered to me. I don't have a range membership in Ontario. The most unexpected change is that expiration date is mid 2021; just short of 6 years from now.
