I know a procurement "consultant" that works for the Fed Government.

They hire him to tell them what studies they should hire consultants to do.

no one wants to make any decisions, as no one wants to have a mistake hung on them.. practically everything is deferred to consultants which can be hired and fired at will and are quite willing to have mistakes hung off them.

MASSIVE amounts of money is pissed away deferring responsibility and CYA gyrations.

all while soldier's lives hang in the balance... if it was not so sad , it would be comical.

Some of thaty does happen, but I would not paint the entire materiel organization with the same brush. Within ANY government endeavor there are good examples along with the bad.
