Yea, but, the main reason for them to reinvent the wheel is that it is very hard to get kickbacks to the slushfund from an off the shelf rig, but all the items you mentioned that need to be done are very hard to follow up on to see where the money really went!

Why not the P320? The P365 seems to be more of a CCW sized pistol.

The P365 isn't going to be considered for a full-size service pistol contract. As others have mentioned it's too small and the magazine capacity isn't high enough. IIRC the preference is for a pistol with at least 15rds in a flush fitting magazine.
I'll bet decent money that these won't get fielded on time though. If CZ buys Colt and Colt Canada, that would be very interesting indeed.
