Can't seem to zero my rifle.

That's all I can suggest; make sure the bases are tight, the rings tight to the bases, and the caps tight to the ring bottoms. It's really not possible to misalign a Weaver setup, unless the holes are drilled offline in the receiver.
 
It is hard to tell from the pictures but in the second set the base of the front ring looks very close to the bell of the scope. Is there clearence between? It also looks like there is a shiny mark on the bottom of the tube. Almost like the scope is not tight in the rings.
 
John ,I have the same rings on my Sav Mod 12, 223. When you tighten the rings you have to put scope just a hair off of level and when you tighten the rings it will pull the scope into place and be true.If you true it first then tighten it will pull the scope off level because the screws are only tightening from one side. They area a pain in the ass , but once you get it set up it will stay put forever !!!

So I had the same trouble mounting a legend once, ran out of adjustment. It was on a new remington 700, burris dual dove tail mounts and rings, very solid, ended up breaking the scope adjustment:redface: and dealer gave me a new one,same problem, took off my scope and rings and held the rifle up in shooting position looking over the top of the bases and .....they were not on the same plane!!Receiver drilling was off, returned the gun, bought a weatherby and im fine now!!
