There's alot more 7.62x54R around than 303. It's also cheaper than .308. Our government could make a rule that the Ranger's ammo does not need to abide to the 'non-mercuric primer' rule, and the Ranger's could be supplied with copius amounts of ex-Warsaw Pact ammo for pennies per round.
It actually would be very cost effective.:)

In response to the plastic standing up to -30, my ATI plastic stock on my SKS literally shattered last fall in -25.....probably best to stick with the wood stock that has worked just fine for 90 years....

Yeah, you know it's funny but while a lot of the new technology works 90% of the time, all of the old technology works 100% of the time. I saw a wound ballistics chart that included 8mm Mauser and .303 British and what do you know, the two old time cartridges delivered their largest wound channnel right where modern science said a bullet should. I guess a hundred years of dead enemies can't be wrong.

Take a close look at the ballistics of said cartridge, nothing to smirk at that's for sure. Also with the Mosin you get an action that was designed for extreme cold.

Also one can't overlook the cheap price.

Besides which the alternative would be what?
Using .223/5.56 rifles for hunting Polar Bear and such? :D
