Is it legal to cut a AR Barrel (specifically a Spikes dedicated 22LR) from 16" to 11.5"? It is already under 18" and would be going on a restricted rifle.

It's on a rifle lower so I'll leave it at 16" and come up with a new build plan.

The problem is it is illegal, if that doesn't mean anything to you, then go ahead and do what you please.
RCMP definition of a prohibited firearm said:•rifles and shotguns that have been altered so that their barrel length is less than 457 mm (about 18 inches) or their overall length is less than 660 mm (about 26 inches)

No. The barrel cannot be cut down from less than 18" (457mm if memory serves me correct). Doing so would create a prohibited firearm. Brush up on the FA and the definition of a prohibited firearm.
The definition does not mention what the starting point was, and cutting a barrel from 16" to 11.5" would be considered altering a rifle so that its barrel length is less than 457mm.
I know that it defys common sense, but this is how the law is interpreted and enforced.
