Chopping a AR Barrel

I suggest that it depends on a few things.
First, is the 16" barrel currently part of a rifle and has it ever been installed on or part of a rifle?
Is the 16" Barrel in fact an AR "Pistol" barrel or is it currently installed on an AR-Pistol?
If it's installed on an AR that's registered as an AR Pistol then it's registered as a handgun and there is no legal restriction to cutting down a Handgun barrel except that it must remain longer than 105mm when completed. Handguns are NOT subject to the legislation that Prohibits altering of Rifle and Shotgun barrels.
Who defines what kind of barrel it is and how that definition is made is the grey area and open to interpretation. The law does NOT define these things and the courts have not ruled on many of them... so it's all up to arguement and potential charges and legal battle.

Its one of those very stupid things that make no sense on a allready restricted firearm. Your reasoning is correct and all you really need to do is say you got a 'new' 11.5" barrel and would like the certificate to reflect this 'new' 11.5" barrel.

Can always sell the 16"er and get an 11.5 from somewhere else. You'll lose money on it, but consider the cost of a professional "cut to length" and muzzle crown, then for an AR15 barrel probably a new gas port as well.

I reckon you might be cuttin' the gas port in two but it's new years and I'm too "lazy" to dig out the tape.
These barrel stupidities on allready restricted firearms are just that STUPID!
Anyone can buy a barrel, you can give your barrel to anyone. All barrels are cut to length its just the way it is. Regardless of what some dips**t thinks at the CFC you cannot tell the difference if you had a 20" barrel and cut/crown it to 16" , how the hell would anyone know the difference? More importantly why would they care? Do they own stock in barrel makers??
The firearm in question is allready restricted and cutting that barrel from 16" to 11.5" would not change the restricted status, so whats the problem??

I buy all my barrels but where does it say that this matters when the gun is allready restricted?
It would be illegal to chop a non-restricted firearms barrel to less than 18.5" because that barrel would change class to restricted. Choping a allready restricted barrel cant change its class unless you cut it to less than 4 1/4" right?

No. The barrel cannot be cut down from less than 18" (457mm if memory serves me correct). Doing so would create a prohibited firearm. Brush up on the FA and the definition of a prohibited firearm.
The definition does not mention what the starting point was, and cutting a barrel from 16" to 11.5" would be considered altering a rifle so that its barrel length is less than 457mm.
