chopping a norc barrel

First off...we're talking about 2 different firearms here...the norc M4 and M14

Deleted all the other stuff as the NFA page says it better than I could...

LESS THAN 18"/457mm BARREL LENGTH RULES:

CC s. 84(1) "prohibited firearm" (d): If the barrel has been SHORTENED to less than 18"/457mm, after leaving the factory, "by sawing, cutting or ANY other alteration or modification" that forces the firearm into the "prohibited firearm" class.
 
the NFA site says you cant cut the barrel either.

There is nothing illegal about cutting down an M14 barrel from 22 inches to 18.5 (non restricted) or even 18" putting you into restricted which noone would be stupid enough to do on purpose.

A M14 is not a M4 which from norinco comes with a 14.5" barrel which you cannot shorten.
 
There are threads where people are asked point blank by the CFC about the barrel change, trolling for illegalities. They also check the FaRT and can refuse to re-register saying that the disc has no official entry for said barrel length. Hell people, short M4 barrels are now $200 or so and you can probably sell the 14.5 inch on EE for the cost.
 
please tell me how to cut the chrome without chipping? No gunsmith I have talked to will do this. They say due to hard and brittle nature, it will chip.

do tell... grinder? chop saw? torch?

It will chip, I never said it wouldn't. You asked if it was safe to do, and it is. Might compromise accuracy though.

The OP asked about M4 barrels, not M14 ones, this discussion is about cutting a barrel thats already made less than 18''.

whoa i didnt realize this would casue such an argument, i guess i should have worded my original question better, i.e. what is the simplest way to change the barrel length on a norinco m4 from 14.5 to 10.5 ? oh well, better luck next time
 
You're question was fair (heck, my son asked me the same thing only last week as he wants to shorten his AR)...it just got sidetracked (as most of these forums do) with opinion instead of fact...so in your case...gotta change the barrel.
 
This is exactly why all my AR's are registered as 'Frame\receiver only'.

Barrel length and upper configuration don't enter into it. Mix and match as I please.
